Windows Virtual Desktop / VDI - clarification on domain/accounts for logging in?

I'm getting started with testing Windows Virtual Desktop in Azure because I want to give some users a virtual desktop where they can run Office and other apps without us having to manage their personal computers. Remote employees and contractors for example.    

Is Azure Virtual machines the same as Windows virtual Desktop?

When it comes to logging into these environments, would their username have to be at the domain of the tenant where the VDI exists?     
We have e-mail in one tenant, and then Virtual desktop would be in another tenant.   
So OurCompanyInfrastructure.onmicrosoft.com is on the VDI tenant. OurCopmany.com is on the O365 oriented tenant.    
If they're signing into the VDI one, can they not be signing in as user@ourcompany.com or contractor@ourcompany.com? Or can you have a shared federaetd domain for those purposes across tenants? Can or can't have users fromanother tenant logging into the other tenant where Windows Virtual Desktop is?
