Can't hit a VM after a reboot

So, I think it all started when I did something hasty... I wanted to change the RDC port, so I did it the regedit way, not thinking this was an Azure machine.  Obviously, I should have just done it with the Portal.  However, I did do a netstat -a to make sure the new port was not already taken.

I then rebooted so the change would take effect.  Now, the VM seems to be up according to the Azure Portal.  But I cannot RDC to it or hit the website that is hosted on it.  I've rebooted multiple times and changed the RDC port back to the default via the Portal.  But I simply cannot access it.

Please, can somebody help me with some more things to try?  This is a Dev build machine and I have about two weeks of setup in to it.   I'm a little bit of a beginner with Azure, but have a lot of Development experience and the like.  Really need a hand with this one, the MS technical support via phone is useless!
