Shutdown with Process Counter

Howdy Experts,

I am looking for an option to startup the VM on particular time but i want to stop them at a particular them but as well as if they are idle. (Like shutdown them if its 11 PM EST and Processor is running below 10).

Let me know if this is possible or even any other way to achieve this to check idle VMs and shutdown them at given point of time.
