Free SSD options for my Azure Virtual Machines

Hello, I have the free 12 month Azure account. I'm out of Credits for my Student account. I have setup Pay-As-You-Go but it's a little expensive for me. I deleted all my VM's before the Student account ran out. I have no VM's but I'm looking to create a new one. My question is, what SSD options are included in the 12 month free account? It needs to be 100% free and I'm planning to use B1S size. I believe that is also free for 12 months. I read here...

"128 GB of Managed Disks as a combination of two 64 GB (P6) SSD storage, plus 1 GB snapshot and 2 million I/O operations."

So how do I setup this? During creating my new VM? I can find 128GB SSD but I'm not sure about the snapshot and I/O. I've had problems in the past with Disks charging me when the VM isn't open. (I think that's how it works? I plan on running my VM for 3 hours a week. The Sizes hourly costs aren't a problem but the disks (HDD SSD) charging me all hours even when the VM is Stopped and deallocated. So how do I use the free SSD with B1S? Can I use the free SSD on an "H" Size VM? Will it only charge me for the time each hour and not the SSD all the time? When the VM is not running? I don't need much space on each SSD. I only plan on running Windows Update once a week. So I won't be using it much. Can anyone explain how the free SSD works? Please reply. Thanks! And does the free 12 month account have Windows 10 Pro VM's? I only see Server 2019 or Linux
