Task Scheduler fails to run tasks for over an hour after Azure VM start

I am having a Task Scheduler issue I have never seen before migrating servers to Azure. Most of our development servers are scheduled to shut down in the evening and start up again at 7am. Several of them have a Scheduled Task set to run at 7:15am. Some of them work fine, but others do not. I have set the ones with problems to start earlier so that the VM is running for longer and longer before the task is scheduled. This morning, I had one fail to run the task an hour and a half after startup!

I went so far as to set up a task to send me email every minute to see how after startup that I would get my first email. I didn't my first email until an hour after 15 minutes after the VM started.

According to Event Viewer, the Task Scheduler services is starting within a couple of minutes of startup. It just doesn't run any tasks.

I think all the VMs I have seen this problem on are Win2008R2. It doesn't affect all of them. The length of time varies. I looked at the schedule of this morning's problem machine. With the task scheduled 90 minutes after boot, of the 21 days it was scheduled for in December, it actually ran only 9 times.

I am at wits end. The whole purpose of shutting VMs down during off hours was to save money, but at this point, it is a net negative for these VMs because of the disruption and wasted time involved.
