Monolithic VM?

My small company uses 3CX Server (www.3cx.com) for our VoIP phone system.  The phone system server currently runs on premise in a Server 2012 virtual machine.  We would now like to move it to an Azure Virtual Machine.  I recently posted a question to 3CX's support group as to whether their phone system server product is supported running on an Azure Virtual Machine.  Below is their response.  Not sure what he means by "monolithic VM".  Can anyone comment on his response?

Response from 3CX Support:

Unfortunately, Azure is NOT a supported platform at this time. It
seems that the Azure platform does not provide a complete monolithic VM
instance, but rather a container that implements a certain subset of it, with
the result that certain operating system features which the PBX requests are not
available.

My understanding is that this is likely to have issues, and in
any case we will not be able to provide support for such a scenario since it
falls outside our test plans.
